The Vice President of Quality is the Ohio Region's top executive responsible for quality of care and service oversight, performance improvement, risk management, patient safety, utilization management and accreditation compliance. As a business partner with the Regional President and the Executive Leadership Team, and the Ohio Permanente Medical Group (OPMG) leadership, the Vice President of Quality provides leadership in the following areas:
Assuring that the members of Kaiser Permanente receive the highest level of quality health care and service in the most appropriate and cost effective manner.
Overseeing a consistent region-wide approach to quality and service improvement.
Directing the risk management program so that it is both appropriately reactive to events and proactive in identifying potential at risk practices.
Leading the organization in developing a safe culture for both patients and staff.
Ensuring reliable utilization management methods so that both inpatient and outpatient utilization are measured, tracked and managed effectively.
Positioning the Ohio region to meet all appropriate accreditation standards.
Essential Functions:
Designs and monitors effective improvement programs to produce better clinical care and service results for our members.
Leads the regional service efforts and supports staff in designing, implementing, and monitoring new and ongoing programs to continually improve service delivery.
Guides the Risk Management and Patient Safety programs so that the Ohio region is well positioned in risk financing, loss control, incident analyses along with loss prevention and other proactive performance.
Monitors and coordinates the design, development and continuous evaluation of the Medical Management Program.
Partners with OPMG medical leadership to ensure proper alignment of medical management principles with every day practice of medical group staff.
The Vice President will use benchmark data and other cost analysis to make recommendations for changes in the ongoing cost structure as necessary.
Represents the Ohio Region inside as well as outside of Kaiser Permanente in the areas of utilization management, quality assurance, risk management, and accreditation.
Maintains Ohio's accreditation standards with NCQA, MDQR, Ohio Department of Health, etc.
Assists with the development of the execution of the regional business strategy consistent with the mission, vision, and values of the organization.
Basic Qualifications:
Master's degree in a Health care relevant field or equivalent required.
A minimum of 7 to 10 years of management experience with concentration in quality assurance and utilization management.
Minimum of 5 to 7 years of experience managing these programs in a highly complex, dynamic health care environment.
Minimum of 5 to 7 years of relevant clinical experience with increasing responsibilities.
Experience in disease management and population management.
Knowledge of health care delivery systems, Medicare and Medicaid regulations, as well as risk management/legal legislation.
Knowledge of health care quality requirements as well as industrial quality management theories and practice. Health Plan Quality leader.
Knowledge of service value chain and history of ability of improving service delivery.
Knowledge of quantitative analysis, written and verbal communication; medical practice, business management and leadership.
Previous supervisory experience, excellent planning and evaluation experience and the ability to manage multiple priorities.
Excellent communication and group facilitation skills.
Recent experience in new developments and theories dealing with outcomes management and quality improvement methodology.
Ability to effectively work with people at all levels of the organization. Proven ability to make quality based strategic business decisions.
Must share the values of Kaiser Permanente and its Executive Leadership Team.
Ability to build effective partnerships and influence other leaders. Ability to consistently demonstrate integrity, prudence, high energy, initiative, and self-confidence. Familiarity with governmental programs in the health care field, which will affect the operations of the business.
