Kaiser Permanente's Business Management Office has established an Information Technology Business Management function for the purpose of ensuring that the IT Leadership of Kaiser Permanente is enabled with factual information supporting better decisions regarding prioritizing investment projects. A key activity within that function is enterprise portfolio planning, supporting informed decision making for the aggregate portfolio of the business's IT investments.
In an endeavor to continuously improve the planning capabilities, the Business Management Office is reviewing and updating the planning processes and supporting tools to enable improved strategic alignment, greater return, and reduced risk for IT investments.
The purpose of this position is to: facilitate detailed planning activities, create materials for leadership review (along with the supporting analysis and recommendations), educate key partners in process and tools, and lead process and tool improvement activities. This role necessitates effective facilitative engagement with leadership at all levels, a sensitivity to resistance in change management, and advanced analytical and presentation skills.
Essential Functions:
Lead data collection, compilation, modeling and analysis efforts in support of investment evaluation and decision support.
Manage user support, training, and collaboration related to planning processes and toolsets.
Perform requirements gathering and process modeling to deliver requirements documentation and workflow process documentation.
Provide process integration and recommend alternative solutions to the business problem that will enhance current or anticipated information systems supporting investment planning.
Provide requirements analysis and solution recommendations to execute change management in a disciplined manner for process and tool enhancements.
Lead the analysis of existing systems and processes and identify links to data mapping, applications, tools and processes that support the project.
Prepare appropriate documentation to communicate and validate the requirements information.
Manage the expectations of the management regarding the quality and scope of deliverables assigned.
Be accountable for the content, correctness, completeness, and accuracy of the deliverables produced in both enhancement efforts and ongoing process support.
Basic Qualifications:
Bachelor's degree in Business, Finance, or related field or 4 additional years of equivalent work experience.
Minimum of 8 years Financial Planning, Project/Portfolio Management, or professional services consulting (in related fields) experience.
Minimum 5 years in applied analytical role, gathering and analyzing data, modeling in relation to business needs, and creating and presenting recommendations to executive leaders.
Must have experience building Project/Portfolio Management and investment governance capabilities or in process improvement and oversight related to Project/Portfolio Management or investment governance.
Significant preference to candidates with prior Kaiser Permanente IT experience as employee, contractor, consultant, business client, or vendor.
Experience working with these types of systems and processes is highly desirable: project management, financial planning and budgeting, and business intelligence.
Must be experienced and skilled at modeling data using MS Excel and presentation in MS Powerpoint, and experience with other modeling tools is highly desired.
Specific systems highly desirable: Quickbase, CA Clarity, Cognos

Master's degree.
